Add another option to the "report this as abusive or offensive" like "report this as a problem/error". For example today there was a video post: English / inglés nativo, inglés verdadero by martamoya1996 asking for English transcription. But the video has English subtitles, so asking someone else to transcribe it in English isn't needed. Not offensive or abusive but not really an appropriate request either but there is no way to report that easily.
